What he means by this is, the cost to export the item. Factories either act as their own export agent (need a license to do so) or they contract the exporting out to an export agent. Your cost for FOB or C&F always is supposed to include any export charges the ports will charge the export agent. It’s s not like your cafe telling you the cost of the sugar on the table is included with your coffee and bring proud of the fact.
What you do have to bad careful about is any supplier telling you that shipping is free. Shipping is never free. What actually happens in this instance is shipping companies are trying so hard to get factories business that they offer “free shipping”. However someone down the line needs to pay for the space on the ship where your container sits and it usually ends up bring the customer on the destination end at inflated prices.
