Can I offer additional free product, for a review of a purchased item?

I recently purchased a competitors product, a table tennis table, for our review, and while unboxing it we noticed an inserted flyer. The flyer said that if you write a review for the table tennis table (they ask for your honest opinion, not a positive review), they will send you a free six pack of balls. Coincidentally, they also have a lot more verified reviews on this product than any other table tennis table. I like the idea of this and would like to implement it myself, however after reading Amazon’s guidelines, i’m concerned that this is against the rules, and I’d really rather not get banned. I can’t find any clear language, so I hope this forum can help me.

Also, if it is against the rules, is there way to get permission to do so, or is my competitor just taking the risk on this one?

This is against policy. A seller cannot offer an incentive for reviews – period. Whether its a discount code or free product, it is viewed the same by Amazon. Although it may be more difficult for Amazon to determine these are incentive driven reviews, if reported, Amazon will remove them all.
