If a customer damages an item does this mean I am SOL?

Hi everyone! I just got a return and I’ve only been doing FBA for about a month so I’m trying to figure out what I should expect. I looked up the return and it says that the customer changed their mind and it also says customer damaged, but then it says returned to inventory. Anyway, what can I expect and if the customer damaged it does this mean I am SOL? I have a restocking fee for customers who have buyers remorse or hangs their mind. How do I knew if Amazon will implement it? Thanks for any help!
